This project evaluated mental health programs funded by the NSW Ministry of Health: the Housing and Accommodation Support Initiative (HASI) and Community Living Supports (CLS).
HASI had been running since 2002–2003 and CLS was an enhancement to HASI. The programs operate across NSW and provide supports for people with severe mental illness, intending to shift the balance from hospital to community-based care, and to ensure people can live well in the community with a mental illness.
This evaluation entails formative-summative, process and cost-effectiveness components to assess the quality, outcomes and benefits of CLS and HASI. The evaluation design is longitudinal and uses mixed methods including analysis of program and linked outcomes data, qualitative interviews and cost modelling.
